Create a new image 500h500ph.
Proceed gradient tool-> radial gradient (mode multiply)
Now draw a circle on the left side of the image, much like here:
Next, we use the following filters: Plastic Warp, Ripple, Pinch.
Filter> Artistic> Plastic Warp (14-8-8)
Filter> Distort> Ripple (large 100%)
Filter> Distort> Pinch (100%) twice
Now go to the Hue / Saturation and select the color.
Duplicate the layer and turn it horizontally (Edit-> Transform-> Flip Horizontal)
In blending mode set lighten up
Merge the layers together (Ctrl + E). Duplicate the merged layer.
Then go to Filter> Distort> Polar Coordinates (rectangular to polar)
In blending mode set lighten
Merge layers, duplicate and again apply to a copy of Polar Coordinates.
In blending mode set lighten, add the polar coordinates (polar to rectangular).
Duplicate the layer, flip vertically, set the blending mode to lighten.
Now go to the Hue / Saturation and select the color.
Select the left half of the image.
Pass Filter> Stylize> Wind (from the right). Select inversion.
Filter> Stylize> Wind (from the left) twice.
Merge layers. Duplicate the layer.
Flip vertically.
In blending mode set lighten
Merge layers. Highlight the center image:
Pass Filter> Blur> Motion Blur angle 0, distance 4.
Remove the selection. Next Filter> Blur, then Hue / Saturation and select the color.
Here are a few options as to what should happen as a result:
