Create document 400x400, reset the colors (D), select the gradient tool (G):
mode: Difference type: Diamond gradient

We work with a gradient to obtain a similar effect:

Filter-> Stylize-> Find edges:

Duplicate the layer, set mode: Exclucion


Step 5
Merge the layers again, duplicate, put mode: Screen


Step 6
Image> Adjustments> Hue / Saturation> Colorize to taste
