I'll show you an example of just a separate part of the image, the other parts are drawn similarly. Draw a layer of Green Cat. Pipette, take a color swatch from Layer 0 and Green Cat draw * blot * That same color in the end it turns out a lot of multicolored klyaksochek. Making the invisible layer Layer 0 (remove * eyes *, opposite the Layer 0). So now we have a lot of colorful klyaksochek on Layer Green Cat.

Further, we continue to draw in the layer Green Cat. Pipette klyaksochki choosing the color and paint over the areas adjacent to it - white gaps.

Take the Smudge tool (tool lubricant), Strength 60% (intensity), brush size 2 or 4 pixels (as you wish). And so we smudge our klyaksochki. It turns out something like strokes of paint or coat.

Periodically apply the Dodge tool and burn tool - for lightening and darkening - it makes the picture more real. Further, when the entire image is drawn, change the Background color from white to black.
