Step 1.)
Open an existing document of any size, or create a new one.
Step 2).
Create a new layer and name it "button base". Select the rectangular marquee tool (), and make a square selection, as I did here:
Step 3.)
Go to the menu Select-> Modify-> Smooth with a value of 6px
Result:
Step 4.)
Set the foreground color to # 373EA3, and the background # 94DDF6
Now select the Gradient Tool () and select Gradient Foreground to Background, like mine:
Now fill the selection with a gradient from dark to light, like this:
Do not remove this selection.
Step 5.)
Open the layer styles and apply these effects:
Drop Shadow:
Result:
Do not remove the selection.
Step 6.)
Create a new layer by pressing CTRL + SHIFT + N on your keyboard.
Your selection must be active, and if removed, press CTRL on the keyboard and click on the layer called "button base".
Select the rectangular marquee tool (). Now hold down the ALT key cut half of selections, as the author:
Set the foreground color to white (# FFFFFF), using the Gradient Tool () fill the selection with a gradient Foreground to Transparent:
Press CTRL + D on your keyboard to deselect

Then press CTRL + T on your keyboard to turn on the Free transform tool.
Result:
Now press and hold down CTRL + SHIFT + ALT place the cursor over a node in the lower left corner and pull it inward as in this image:
Press the Enter key on your keyboard to complete the conversion result:

Now press V to select the Move Tool. Click the down arrow on your keyboard to move the shine down one pixel, the result is:

Lower the opacity of this layer to 80 percent as the author of the image:
This should make the flare a bit lighter and more transparent.

It remains only to add text - 12pt Verdana, Sharp:
Try to change the colors used in step 4 to get the other buttons, like this. You see, I used a pale gray, and a little shaded white for 'inactive' button:
