Phase I (to create a template)
1. Open a new image with a white background 50x25
2. Tool Polygon lasso tool, select area as in Fig. 1 and fill it with black (picture. 1)
3. save as a template Go Edit> Define Pattern
phase II
1. Open a new image 500x500 with a transparent background.
2. We fill our established pattern Edit> Fill (picture. 2)
3. Next Filter> Distort> Polar Coordinates with the settings Rectangular to Polar
4. Then Filter> Blur> Radial Blur with the settings: amount - 30, Blur method - Spin (picture. 3). Then Filter> Blur> Radial Blur with the settings: amount - 5, Blur method - Spin (picture. 4)
5. Then color the Image> Adjustments> Hue / Saturation with the settings:
Colorize: checked
Hue: 100
Saturation: 25
Lightness: 0
(picture. 5)
6. Duplicate the layer and increase the contrast setting on the top layer blending mode: Overlay
7. Select the tool Circle Marqee and cut off excess
8. And then turn on the imagination and get something like picture. 6
