Fill it with black.
3. Edit> Define Pattern



Part II
1. The new document 500x500.
2. Edit> Fill






3. Filter> Distort> Polar Coordinates: Rectangular to Polar


4. Filter> Blur> Radial Blur with the power of 100 (Zoom). Press Ctrl + F.


5. Filter> Artistic> Plastic Wrap




6. Image> Adjustments> Hue / Saturation
